This error message typically occurs if you are not running PowerShell under administrator credentials. Close your session of PowerShell, and start a new session as an administrator.
To verify that the execution policy has been configured correctly, type the following at the PowerShell prompt and then press ENTER:

If you are not currently running Windows PowerShell 5.1, you'll also need to download and install Windows Management Framework 5.1 from the Microsoft Download Center.
