However, the Radeon Settings Utility finds WHQL driver 16.3.2. There is also the non-WHQL Crimson v6.6.1 Hotfix driver on AMD's web site which I had problems with in Windows 8.1. Have people found WHQL driver.

Non Whql Drivers Amd 10
So, over the last year or so I've noticed an interesting phenomenon that I cannot explain. If I use any driver that's not one of the 1-2 WHQL drivers during the year I see the same performance issues in FFXIV (with an R9 380). Increased microstutter, 10+FPS drops in areas, etc. Overall the game just performs worse.
If I revert back to any of the major WHQL releases those issues go away immediately. So that means 16.3.2 and 16.7.3 work flawlessly. Every other driver in between has the same performance issues.
Cannot connect to sql database. I can't think of anything that would be specific to the WHQL drivers only to cause this. I find it especially odd because of everyone touting the increased performance with the latest 16.9.1 drivers and the 380.

Not really complaining (since I have a working solution), just an odd circumstance and I was thinking maybe someone might have an explanation as to why that may occur.
